Changing format of TTS audio

I'm trying to output the audio produced via the TTS API to a SCO
earpiece. The AudioManager documentation states that audio must be both
in the voice stream and 8K or 16K mono in order for the SCO calls to
work. I'm rerouting speech to the voice stream, but I suspect that I'm
getting stereo 16K rather than mono as my speech goes silent as soon as
the connection is made. Is it at all possible to change the format of
either TTS audio or of the stream as a whole such that it is mono 16K?
