Checking whether a plugin is enabled?

Hi all.

The code I posted recently to search for TTS plugins doesn't appear to
check whether or not said plugins are enabled. As such, if it is being
used to allow app-specific setting of engines, it could potentially
allow setting an engine to an disabled plugin which wouldn't work.

Given a package for a TTS plugin, is it at all possible to determine
whether or not said plugin is enabled? A casual perusal of the javadoc
suggests not, and a somewhat less casual perusal of the code re-enforces
that belief. It looks like the TTS Extended settings dialog does this by
checking its own state rather than anything on the plugin itself.

Am I missing something?
