I agree with john's idea, this might be another indicator the goverrnment uses to gauge public opinion on energy strategies.

I don't know if you have seen this? I have pasted a link to an online future energy supply and use model you may like to play with.  I think it's a bit crude but it looks like an attempt to gauge the publics preference for nuclear power or renewables.
