I don't think the Windows version is usable at this point, as it lacks some important bugfixes. Because it's quite difficult to package, and none of the maintainers run Windows, we don't have an up-to-date package.
As far as I can tell, the data download and parsing are working correctly (by a quick run of bin/ttime --output-xml, seems fine).
As indicated in
this commit, localization is disabled in Windows as it didn't work when we last checked. Of course, it's very challenging to get this to work on an operating system we don't use. Fixes from you are more than welcome!
I'm impressed that people still use ttime over 9 years after I graduated!
