Advising on timelines and budgets

Greetings, engineering advisors!

As those of you at the conference saw, TSI is working on our strategy to build the world's first autonomous ocean community by 2015.  We have had some preliminary discussions with our consultants at Marine Innovation & Technology about timelines and budgets for engineering design of novel ocean structures, but we could use more advice to solidify our estimates.  We aren't sure whether we'll be developing novel structures or just modifying ships, and we understand there is significant uncertainty in engineering design, but we still need to get a feel for the ranges involved in each option.
