It is for sure a total, full, prestressed structure, for avoiding cracking and to assure durability and extra strength.

I had told you:
Reinforcement rate: in kgf or Kn per cubic meter of concrete
- Prestressing cables fyk = 1900 Mpa; 20 kgf/ m³; 0.20 KN/m
- Rebar fyk= 450 Mpa; 80kgf/m³; 0.78 KN/m³
But it fits just for buildings and bridges in Brazil, which have no earthquake assumptions, and not so large temperature gaps and mainly cause, even in bridges, an economical design approach is used, and thus allowing some cracking.
So, in fact we have more information than sometimes we think.
