Some existing environments are windows based indeed.

I don't think there is a lot of work to do in order to make trytond
work quite well under windows. Trytond is written exclusively in
python and thus is portable probably quite easily on windows.

But I am afraid not a lot of people (if any) here are doing any effort
to actually port trytond. Nevertheless, you can always ask for some
advices if people have any ideas about your question you will receive
answers.

If the patches are well done, I don't see why they should not be
accepted.

Indeed there is nothing to change to make it works on windows because it
does (neso is barely a server run on Windows).
But to get the best experience out of Tryton on Windows, you must setup
a Python environment and install all the dependencies using easy_install
(but some will not work because they require a C compiler, they must be
installed using pre-compiled setup.exe).
But definetely, Neso is not the best environment to develop on.
