The Program Manager 3performsand organizes large complex initiatives that will span across multiple lines of business, multiple HHS agencies and multiple program areas and systems. Facilitate HHS IT Steering Committees that coordinate and provide guidance on resolving IT-related issues that are agency interdependent and report on each agency's individual projects, dependencies, constraints, and status. Establish HHS Executive Dashboards summarizing complex information and presented in easily digestible format that includes key performance indicators (KPIs), budgets, top risks and issues, and major accomplishments and upcoming milestones. Manage Procurements, Contract management, and Budget forecasting, and work with HHSC IT Business Systems to establish Procurement registers.Provide on-site leadership for project teams by building and motivating team members to meet project goals, adhering to their responsibilities and project timelines. Coordinate with senior HHS Executives leaders Chief Information Officer, Chief Operating Officers, Associate Commissioners across the HHS system on new structures and initiatives that serve the IT system needs. Performs a variety of complicated tasks with a wide degree of creativity. Works independently with minimal supervisionand considerable latitude for initiative and independent judgement.
