New API method - Read

Read is a method that allowas the client to start reading a user or to
stop reading.

In case the user is protected, the method will send a request to allow
the client to read the user. this will be pending utill the user
approves the request.

Read - check allows the client to view either his relationship with
the user or assigne a different client and view his relationship
