Here is the letter which was despacted by Triveni vetted by Delhi High Court for 9th Sept voting "unsecured creditors"
 
You can go through it thourougly and cast your Vote.

I think it should be under "Refund seeker Allottees / Investors " where allotment of flat is there but now these people opted for refund due to non-construction.

Yes their is a list of "Unsecured creditors" which will be accessable from high court lawer or Triveni Delhi office

There is list which is published for all unsecured creditors on TFAA website www.tfaa.in but unfortunately this list can only be viewed by people who are member of TFAA. You can verify your name, investment and address in there. Mine all was fine but heard some members had either names missing or lower investment amount than what they have paid as principal amount.
