Memorial Day - Hospital Transfer - Climate Change

On Monday, May 28th it was my honor to be invited to speak at a
Memorial Day service at the Weaverville Cemetery. The VFW and Marine
Corps League members were wonderful hosts and it was, as it is every
year, a beautiful ceremony. The content of my speech was our
responsibility as civilians to the men in women in our armed forces
and how the decisions that we make nationally affect them before,
during and after any armed conflict.

This Tuesday, May 30th, in a tight file room in the back of Trinity
County Title Company the final documents for the transfer of the
Hospital License and Property to the new health district were
signed.

Not everyone who had been involved could be there but it was
imperitive for the actions to be made prior to the May 31st date that
the TPUD had given as its last day in the Joint Powers Agreement.
Upon approval from the state we are expecting a retroactive transfer
date of July 1, 2007 that the facility and organization will belong to
the newly elected district.

A celebration that will include Sen. Sam Aanestad and Assemblymember
Patty Berg is being coordinated for sometime in July. We'll keep you
posted and be sure to get some info in the paper and on the web well
ahead of time. I would personally like to thank Supervisor Howard
Freeman and TPUD executive director Rick Coleman for their courage and
leadership through this entire process. Next time you see them please
thank them. The future health (economic, physical, financial) are due
to their efforts.

On Friday June 8th I will be co-chairing a statewide working group
with Supervisor Dianne Dillon from Napa County on the impact of
Climate Change legislation on county governments. This is the first
opportunity. Regardless of the cause of the current global warming
events counties will be impacted by various State and Federal actions
to address it and we need to be prepared to proactively offer
strategies to address those actions.

Thank you for volunteering to participate in the CSAC (California
State Association of Counties) Climate Change Working Group. The
meeting will be held in Sacramento on June 8, 2007 from 9:00am- 2:00pm
at the CSAC Conference Center located at 1020 11th Street, 2nd Floor.
The focus of the working group will be to consider and develop climate
change policy statements that would be utilized by CSAC staff as a
foundation for lobbying efforts on behalf of counties.

There are several areas where counties will potentially be impacted by
AB 32 early action items and climate-change related legislation. The
format of the meeting will include a general overview of the issue,
presentations by other relevant stakeholders with various
perspectives, and a group discussion regarding the development of a
CSAC Climate Change Policy which I believe should include a discussion
of our "standing carbon" that exists within the forested areas of the
county and how we can leverage that asset to gain fuels reduction
dollars.

I have also been quite busy with Judy working with a new business
client that has taken up
a great deal of our time. For those that I've taken awhile getting
