Thanks for your email! I must say that we had a similar reaction to the opinion column that Mr. Stokely placed in the Trinity Journal. Unfortunately, it doesn't take much evidence to print a letter to the editor.
To respond quickly, the Program is tasked with applying science to how we implement our restoration tools through the adaptive management process. In the case of flows, it is important for us to understand how the limited amount of water that is allocated to river releases can best be used to meet our physical and ecological restoration objectives for the river, and particularly for salmon and trout across all river life stages. Some preliminary findings have shown that summer flows at 450cfs could be negatively effecting salmonids by reducing the diversity of temperatures that fish have access to and preventing natural stratification of pools. The presentation that Dr. Buxton gave last July was intended to share information about what the Program has learned via the Pool Stratification study about a couple of specific pools and is part of a multi-decade scientific effort to understand how the Trinity River worked before dams, under historic management, and in a changing climate.
There is far more research required to understand what the positive and negative impacts of changes to summer baseflows might be. There is no active plan to change summer baseflows below 450 cfs, and if science supports such a change in the future, it will require additional regulatory work and the support of the eight-agency Trinity Management Council. We understand the gravity of the change and would not take any proposal to do so lightly.
It is my strong belief in sharing information. I've advocated for such practices, and it breaks my heart to see an attempt at sharing current science findings twisted in a way that is intended to sow dissension.
I really appreciate you reaching out. And I've cc'd the trinity-releases group with my response as well. This group is not typically utilized in this way; however, it is important to set the record straight. We encourage questions to the program and of course I am always looking to further the discussion on how best to communicate science findings like these to our community.

As a property owner on the Trinity River in Lewiston and avid fly fisherman, I read with horror the guest column by Tom Stokely in the Trinity River Journal regarding the possible summer river flow cuts by TRRP down to 70 cfs to mimic past pre dam flows and pooling, as recommended by your hydrologist Dr. Todd Butxton. Given the facts of climate change and the record temperatures during the summer months, this would all but decimate trout, steelhead, and summer salmon and kill off other needed support biology of the river, which includes many types of flora and fauna. I cannot imagine this actually occurring; the low flows down to 450 CFS during the summer are a minimum, in my opinion, of keeping the river and the ecosystem in any kind of balance. We cannot afford this “grand experiment” to happen in these days and times.
