PowerTools work locally on the server on http but not remotely on https.

I recently had to install Tridion 2013 SP1 to work https connections which requires adding extra endpoints with WebHttpsBindingConfig bindingConfiguration to many config files.

Can PowerTools be configured in a similar way to support https connections?

The PowerTools re-use the connection settings of the CME, so it should just work.

Perhaps they should but they don't.
GUI does not work in IE11
a little better in Chrome39 where controls show but just stick at "loading"
only show in live and show in live work.

In 2013 SP1, the PowerTools specifically name the netTcp endpoint as the one to use when connecting.
That could probably be made configurable, if you wanted to use a different one.

Are you really looking to use SSL when connecting to the Core Service, or just when communicating between the client and server?
The latter can be configured independently and as long as the netTcp option is left alone the PowerTools will still work (but not use SSL when loading items).
