User limits are evaluated independently and separately for each server if you have several VisualSVN Server instances or use the Multisite Repository Replication (VDFS) feature. In other words, every server instance should be equipped with a license whose size is sufficient for the number of users who are going to access that particular server instance.
You can upgrade the license for more users if the number of users (or VDFS repositories) on your server has exceeded the corresponding limit in the current license. Upgrade prices for Essential and Enterprise licenses are listed below.

The server may also be evaluated for free by using the Evaluation license. This license may be obtained by starting the evaluation in the VisualSVN Server Manager console or via the Evaluation Request form (no registration required). The Evaluation license allows an unlimited number of users and distributed VDFS repositories and it allows using all VisualSVN Server features without limitations.
The number of users that counts towards the limit is evaluated slightly differently for Subversion and Windows authentication modes. For Subversion authentication, it is the number of user accounts created on the server. For Windows authentication, it is the number of users that have accessed the server during the last 30 days. VisualSVN Server does not limit the number of regular non-distributed FSFS repositories on the server. But the maximum allowed number of distributed VDFS repositories is limited according to the license type:

This has prevented me from porting the repository (with all revisions in tact) from a local network Windows server VisualSVN hosting to a public Linux SVN hosting. Since all my code is in Windows code if I change the Windows line endings to the Linux ones I mess up all my code. SVN admin tools in Linux won't recognize the repository if I don't convert them though.
We've been using it for a while without any issues; apart from the GUIs it's the same Apache/SVN base as every other server. It's nice being able to upgrade it with an MSI, and it has a nice Windows GUI for handling AD integration, certificate management etc. They also seem to be pretty quick at getting updates out. The only two negatives (certainly when I last checked) are:
