Difference between htop and tui CPU Usage

Hello,
as the title suggests, I noticed a behavior that I'm not sure is intentional.

When I check the CPUs status from htop, they all appear to be at 100%, while from the TRex dashboard they should be around 10%. What could be causing this discrepancy? Could it impact performance?

I'm using Mellanox 5 as network adapters.
