Mellanox cards and per streams stats (h/w support)

In the Mellanox appendix off of the install guide, there's this:

Stateless mode “per stream statistics” feature is handled in software (No hardware support like in X710 card). 

I notice that even with the latest 400G Connectx-7 card, stateless with flow stats enabled, i can only get to around 70 Gbps (disabled, i get near line rate).  Same issue when running ASTF, i'm limited to around 70 Gbps.  

Is this still a limitation?
