Degradation and Improving (baseline)

For the SDG 15.3.1 Indicator (status), I am confused about the Degradation (baseline) and Improving (baseline). If an area was degraded as the baseline, then wouldn't the 2023 status be either degrading (recent or persistent), stable, or improving (recent or persistent)? I've looked through the methodology but couldn't find an explanation of this. What is the definition of an area that is degrading (baseline), but is not currently degrading, stable or improving?

Ce travail met en évidence le potentiel des outils comme Trends.Earth pour appuyer la prise de décision, le suivi des ODD (notamment l’ODD 15.3.1) et les politiques de restauration des terres dans les zones vulnérables, notamment au Sahel.

Vos retours, expériences et discussions sont les bienvenus pour enrichir la réflexion collective autour de la NDT et de son opérationnalisation.
