Is there anyone who received it this year or the last few years? I kept asking for the passing certificate from my school and the administration said that no students were given such a certificate by CBSE this year and that they stopped doing it a few years ago. Is this true?

Central Board of Secondary Education, CBSE releases the CBSE Class 10 12 Result Mark Sheets and other documents like passing certificate and migration certificate on DigiLocker. The students who have appeared for the CBSE Board Examinations this year and previous years can download their CBSE Mark Sheets and other result documents from DigiLocker. Steps on how to download the CBSE result documents from DigiLocker are provided below.
CBSE has already released the documents for the CBSE Class 12 Result 2019. All the students whose results have been released can now register and download their mark sheet. The printed copy of their mark sheet, passing certificate and migration certificate would be provided to them from their respective schools soon.
