Dear TAD Chairs, Paper Review Coordinators, and TRR Editorial Board Members,
As communicated earlier, the Technical Activities Division has reevaluated the previous changes related to TRB Annual Meeting submissions. For the 2025 TRB Annual Meeting, full-length research papers will still be required for presentation consideration as in prior years. Papers will be submitted and reviewed for presentation and TRR Editorial Board recommendation in the usual manner on the traditional schedule. Details can be found in the Instructions for Authors.
At the same time, TRB is instituting immediate changes to meet its obligation to make meeting content available to Annual Meeting registrants and attendees, TRB Sponsors and Patrons, and others. To that end, authors submitting a full paper for TRBAM 2025 must agree to provide a research summary of their accepted paper for posting in the online program by December 1 (if a summary is not provided by 12/1, the accepted full paper will be posted). These papers will not be indexed in TRID or otherwise made available to plagiarism detection systems. The research summary template can be found here.
Note, requiring full papers for the 2025 Annual Meeting is not a reversal but a pause to the decision regarding the format for Annual Meeting submissions. Because of the urgency for change, the initial decision was made without fully considering all potential impacts or nuances. It has become clear that more time for comprehensive deliberation is warranted.
In addition to addressing content obligations, TRB is facing challenges of volume, quality, integrity, and inclusion in the submission and review process for the Annual Meeting. The mix of responses we received, both welcoming the change in submission format and expressing concerns, further underscores the reality that the Technical Activities Division community is an ecosystem that to remain healthy, must recognize, understand, and consider the extensive and varied needs of all our participants. To maintain an equilibrium that adjusts to current and near future challenges and realities, changes do need to be made in the submission requirements, as the status quo is simply not sustainable.
As we proceed with TRBAM 2025 requiring full paper submissions, we will be exploring potential changes for TRBAM 2026 and beyond. We will be reaching out this summer with a survey and encourage you and your communities to participate, understanding that improvements will be iterative, as we adjust our processes.
We appreciate your input and patience as we work to ensure that the TRB Annual Meeting remains a vibrant and effective environment for information exchange serving all our constituents and advancing the transportation field.
