Jim, I've had good success with a product named Corroseal (
www.Corroseal.com). It usually was fairly obvious when I the surface wasn't clean enough: the Corroseal didn't turn black or dry correctly. You probably need to clean and reapply.

I have used Ospho in the distant past and, as I recall, I did not have very good (if any) success in applying paint on top of it.. The problem I remember having encountered was the Ospho never completely dried... or it left some sort of residue..
Once again I am trying it on the top and sides of my steel fuel tanks.. the tops of the tanks had medium to light rust with little evidence of the original paint; while the sides had a few rust spots but most of the original paint. The rust was wire brushed and washed with fresh water and a strong detergent (Simple Green extreme) and allowed to dry overnight; I ran the generator for a few hours to help warm the engine room for better drying.
It has been about 4 hours since I applied the Opsho (temp here is 78 degrees and 70 % humidity)... tops of tanks are "wet" while sides of tanks have dried somewhat. Instructions say to let it dry overnight which I will do...I have a fan blowing across the tanks as well. If after that amount of time has past, I am hoping to have a hard (non-damp, non-tacky) surface to apply Zinc Chromate primer... but I am not counting on it...
Is it possible to put too much Ospho on such that it will not dry? I do not see any puddles of Ospho).
As I understand it, Ospho is an acid that reacts with rust to create an inert surface. If the Ospho treated rust is still damp or tacky after 24 hours, should I just rinse with fresh water and more detergent and let it dry for a day or so and then apply primer paint (as long as the Ospho treated surface is hard and dry)? Or do I just wait days or weeks for a hard dry surface?
