From the look of your plot, it seems you have imported the seaborn module. There is an issue with matplotlib boxplot fliers not showing up when seaborn is imported, even when fliers are explicitly enabled. Your code seem to be working fine when seaborn is not imported:

Rang-du-Fliers became a commune in 1870, having been previously only a hamlet of Verton. The population of this hamlet lived poorly amid the marshes and fields that had formed over the centuries behind the dunes.Boatmen, weavers, labourers and a few tenants occupying the cob houses built on land by the edge of the many drainage ditches.
"Rang" comes from Rin meaning canal or "Tringue" a drainage trench (this term is still found in Great Tringue, north of the town), and closely related to the English rhyne."Fliers" comes from the Flemish Vliet which means "Little River". Hence the name "Rein-Vliet" (Rang-du-Fliers). This etymology has shifted somewhat over time, so we find Reng-du-Fliez in an entry of at the castle of Beaurain dated 1633, "Le Rang Deflier" on a map of 1790 and "Le Rang d'Effliers" on a military map of 1830.
The future of Rang-du-Fliers turned in the middle of the 19th century with the construction of the railway line from Paris to Calais. In 1848, the mayor of Verton refused the building of a station in the town because of alleged pollution, and it was decided instead to build it at Rang-du-Fliers.
The railway station rapidly took on an importance, especially when a sugar mill was built in 1858 and the commune enjoyed ever-growing prosperity, employing up to 800 people in the years before 1914 during the beet campaigns.
Since 1867, the village of Rang-du-Fliers had everything to make a commune: a church (1864), a priest, a cemetery, a station, a school and a factory that encouraged more and more workers to settle there.The idea of separating from Verton had its way, helped by the lack of interest shown by the Verton council. After two petitions and many heated debates, Rang-du-Fliers was elevated to separate commune status by imperial decree on 17 July 1870.

Our members fly gas, nitro, and electric powered airplanes, gliders, sailplanes, & helicopters. Our annual Giant Scale event attracts many of the top builders and fliers in the country.
Bob Shaw Memorial Field, our world class 50 acre unobstructed flying site, features a 50 X 450 ft paved runway, with a parallel 100x500 ft grass runway. The field features 4 screened pilot boxes, fenced pit area with 20 model setup tables covered by sun shades and a shaded spectator area with safety screening. For electric flyers, we have two 200 watt, 12 volt solar powered charging systems with 4 charging stations as well as a new 800 watt, 24 volt system with a doul 60 amp station for 6 and 8 cell packs. Pilot parking is at the pits. Spectator parking is directly adjacent. In addition, we have sanitary outhouse facilities. An electric generator is used for special events. However, we have no water hook up.

PPS schools can distribute and display materials for events and activities for students that are from the district or a governmental organization without getting central office approval. Organizations on contract with PPS must first get central office approval before their materials can be shared with PPS schools. Governmental organizations and organizations on contract with PPS must provide their own copies of fliers and posters. Additionally, all approved materials must include the organization's non-discrimination policy/statement.
Lawn signs are only allowed for sharing of district information, such as advertising a school-sponsored event or recruiting for PPS departments. Outside organizations are not allowed to display lawn signs on district property. Parent groups and booster clubs may have lawn signs on school property with principal approval.

If your school district allows third parties to distribute take-home fliers, there are certain parameters that must be followed.
School districts may only prohibit student literature that would cause a substantial disruption in the operation of the school, is libelous or otherwise violates the rights of other students, is obscene, lewd or sexually explicit, or any literature that would be seen as sponsored or endorsed by the school. Generally, students may not disrupt a classroom or seek special privileges to hand out literature to other students during the academic day, and there have been court cases over bizarre instances of aggressive student-upon-student evangelizing.
