Here is the suggested template for comments.
 
“I do not think that the current gifted program should be expanded to include children that do not meet the current bar. I am very concerned with the recommendations of the study (such as 3a and 3b) and view whose recommendations as a threat to the very existence of educational opportunities for advanced learners in Montgomery County. The baseline must be the academic readiness of the student to participate and excel in accelerated instruction program.  Every student in every school is afforded an opportunity to apply to center programs.  Imposing mandatory percentages of students to be admitted without objective benchmark or "widening" the definition of an advanced learner would lead to a significant weakening and ultimate demise of the accelerated instruction programs.”
“General Comments
The study indeed points out certain issues and weaknesses in the choice and other special programs offered by MCPS.  However, the study does not offer an innovative approach to remedy significant number of the issues.  The one size fits all approach is not and should not be an acceptable solution.  Board of Education seeks a solution that equitably supports all groups of the MCPS students.  Innovative suggestions addressing needs of every student, whether that student is an advanced learner or faces academic challenges, rather than sacrificing needs of either one for the sake of the other, is a solution all of the stakeholders can agree, accept, and act on.”
