各位家长：

大家可能还记得去年夏天发生在Travilah小学对面的那场惨痛的车祸，Wootton高中四位学生两死两重伤，其中有一位华裔学生Calvin Li丧生。同为父母，我们对Calvina父母的丧子之痛感同身受！每次开车路过事发地，我都忍不住会心痛。

 

大家也许不知道的是，事后，根据目前的法律，这个明知提供酒类给21岁以下孩子是非法行为，却仍然毫无顾忌地给孩子提供酒类的家长，为每个孩子的死亡，付出2500美元的罚款之后了事。更有甚者，这对家长不但不思悔改，反而与今年早些时候发出邀请函，组织学生去墨西哥旅游，并公然提出：18岁到了那里，就可以随便喝酒了！这简直是对生命的漠视、对法律的蔑视和公然挑战！

在受害人家庭的敦促下，马里兰州参议员Brian J. Feldman 和众议员David Fraser-Hidalgo 为此，以遇难学生命名，分别向马里兰州众、参两院提出议案" the Alex and Calvin’s Law "，要求“严厉惩处给未成年人提供酒精饮料”。议案指出：在将来，对那些给21岁以下未成年人提供 酒精饮料的成年人的处罚将提高到最高7500美元罚款和两年的监禁。2月25日，提案在马州参议院通过。详情见下：

需要指出的是，文中所述的只是参议院通过的过程。明天（星期四，3/10）， 众议院立法委员会（ the House judiciary committee）将会讨论。请大家行动起来，为了我们的孩子，也为了我们自己，发邮件、打电话，促成该法案顺利通过！

Dear parents,

Wootton PTSA ​board ​sent an email this morning urging parents to contact MD House judiciary committee members to pass the law.  A few weeks ago,​the bill passed the Senate (參議院）Judicial Proceedings Committee. But it also needs to pass the House (眾議院）judiciary committee (立法委員會) before it can be sent to the General Assembly for a vote and becomes law.  Now the most critical step is to pass the bill in the House Committee, which is to vote on it this Thursday.  This is the reason APSN, in supporting PTSA board's stand ​on the issue, asks all parents to influence the House delegates to help pass the bill by sending emails or making phone calls.
 
Between now and tomorrow, please do your best to let your voice heard by the House judiciary committee members.

It’s the ultimate responsibility of all parents to protect the life of our students!

In supporting the National PTA Resolutions on Social Accountability for Underage Drinking, Wootton High School PTSA Board supports passing the Alex and Calvin’s Law and urges all parents to call your MD House Delegates today to get this bill passed!  This law will better protect our students.

Alex and Calvin’s Law, H-409 is up for a Judiciary Committee vote this week.  We need to get it out of committee before the full House can vote. Some Delegates on the Committee don’t really understand how serious a problem parent sponsored teen drinking parties really are. National PTA Resolution on Social Host Accountability for Underage Drinking

PTA resolution in support of policies and programs that address the Social Host Accountability for Underage Drinking.

Whereas, Research identifies "social hosts", adults who furnish alcohol to minors under the age of 21 who are not their children and/or knowingly allow underage drinking parties in private settings, as the primary source and private homes the primary site of alcohol availability, drinking games and binge drinking for our youth; and

Whereas, Alcohol is the most abused substance for youth ages 12-20 and underage drinking is directly involved in the deaths of approximately 5,000 youth every year nationwide, increases the risk of detrimental effects on the developing brain, is linked to two-thirds of all sexual assaults including date rape, and contributes to a 10 times higher incidence of physical assault and a 12 times higher incidence of unintentional injury; and

Whereas, Social and cultural environments that surround adolescents, including their families, schools, peers and communities, play a significant role in the use of alcohol by underage drinkers, and social hosts promote an environment in which underage drinking is accepted and encouraged despite the serious threat it poses to the health and safety of our youth and our communities; and

Whereas, Where they exist, social host laws may act as a deterrent through the assessment of fines, community service, and/or jail time for those who practice social hosting and provide law enforcement with the ability to intervene at parties where underage drinking occurs most: in homes and on private property; now therefore be it

Resolved, That PTA and its constituent organizations provide information to students, parents, and community members regarding the detrimental effects and significant dangers of underage drinking and social hosting; and be it further

Resolved, That PTA and its constituent organizations encourage and support legislation to adopt social host laws that would prohibit adults from providing alcohol or allowing the consumption of alcohol in homes or on noncommercial property by youth under the age of 21 who are not their children.
