You have a blockage within the system. That is my only explaination.
The way that the plumbing system was designed, the city water inlet is
connected into the discharge of the pump via a tee. The connection for
the city water and the discharge of the pump both have check valves to
maintain proper water flow. From that point, water is feed into the
plumbing system and distributed to the various fixtures. Generally the
city water pressure is higher then that of the pump. Therefore is is
plausible that a blockage within the system would create the scenario
you currently face. An alternative solution, not very likely but
plausible, would be that you have't returned the fresh water fill
valve in the wet bay to the off position. This would create a short
cycle loop for the pump and diminish water pressure.
