If you are receiving a 404 then it appears that you have problems with your registry configuration and not Octopus Deploy. I did notice though in your response that you said you went to :8081/repository/docker-hub/v2/catalog but did you see that that in my original reply I indicated that you should go to /_catalog. Notice the underscore before catalog. Could you please ensure that you go to the right address. If you just go to /v2 without the catalog you may still get a valid 200 if your registry is configured correctly. Ultimately if you are unable to connect to the nexus registry from the Octopus server through the browser then this is not a problem with Octopus itself and you may need to fix your registry or network.
I am new to using octopus deploy. I am publishing nuget packages from tfs build to local storage. Is there any way Octopus server can check regularly the publishing folder, and if new version/new file is found, it will deploy it to the deployment environment.
Enable Automatic Release Creation, and make sure your Project's Lifecycle automatically deploys to your first environment. You'll need to push your package to the built-in server rather than use the filesystem. You can do this fairly easily either with nuget.exe or octo.exe.
As the last step of your build, manually create a Release using either the VSTS/TFS Extension, the Octopus REST API, or octo.exe. By default, this will use the newest package it can find (which should be the one you just packed). If your Lifecycle doesn't automatically deploy to an environment, you can deploy the Release the same way.
I would suggest publishing the packages to the Octopus Deploy server and creating a release. You can setup a lifecycle on the project to automatically deploy to the initial environment once a release is created if you wish.
