On further review, I believe this comment is too strong –
C-CDA R1.1 – participant is optional
C-CDA R2.0 – participant is required
This isn’t a ‘conflict’, R2.0 is just more restrictive. I plan to bring up on the SDWG example task force today (12-1) to see what members think about revising our 1.1 sample to include a participant.
