San Diego Association of Governments is elected officials from 18 cites in SD County plus a County Supervisor.
It prepares long term plans, currently up to 2050 in a comprehensive plan of which transportation is most active.
New Executive Director has convinced Board of Directors present plans will not meet standards established by the State Air Quality Resource Board. It calls for a 19% reduction per person in carbon use between 2005 and 2035.
30+ years of planning has been bases on reduction in car use replaced by conventional buses and LRT. Equal investment in transit, and in highways has not been able to bring transit share higher than 2%.
Finally leadership agrees and there will be a 2 year halt in new transportation. Objective is search for a "vision" to redirect the planning to meet the State regs.
