TOS clarifications

According to Section 5.2 of the TOS

"This API license above is subject to your adherence to the
requirement that your API implementation must be accessible to users
and public without charge."

My Questions is , if i make a mobile application for say Iphone or
Windows Phone , Will it suffice if I make my objectivec / c# API
public or should my application source be public as well ?

You do not need to make neither your API nor your application open source, the restriction simply implies that you cannot sell the applications you create with the API without further license agreement with TransLoc.  

You can keep the code for your applications closed-source.
