Dear all,

I spoke with Doug Dixon of JOCCA and learned that qualifying low-income Orange County household applications submitted this week for weatherization will have as quick a turn around as 2-3 weeks to have weatherization work done.  There are as many as 50 low-income homes that could benefit from this incredibly quick turn-around and another 50 for the long term!

I hope that there is a way that Carrboro may be able to quickly facilitate these applications to people in need?

The WISE residential program should not benefit homes that qualify for JOCCA in times when JOCCA is unable to meet county quotas like is now happening in Orange county; audits are free for JOCCA qualifying homes.  Is there a referral to JOCCA for low income applications to WISE?  Can WISE marketing include information about opportunities through JOCCA?

Steve can you please have staff forward information about this week's JOCCA opportunity to the various non-profits and HOA's that have been identified for sharing WISE with low-income households?  Also if there is any other way that we may be able to facilitate JOCCA applications getting filled out this week this would be extremely valuable. The goal would be 100, I know that this is very short notice; perhaps the Transition Energy folks can rally some people together to get applications filled out in the most promising neighborhoods, beggining at trailer home parks?

JOCCA weatherization applications are available at the Job Link center in Chapel Hill.

Carrboro WISE Homes & Buildings

Residential Energy Efficiency Program

The Town of Carrboro is expanding its Town-wide energy efficiency program to include subsidies for residential energy assessments for homeowners. Funding for this program is being provided by the U.S. Department of Energy through a grant being administered by the Southeastern Energy Efficiency Alliance. The Town, in conjunction with the Town of Chapel Hill and Clean Energy Solutions (CESI), has developed a network of prequalified contractors who will conduct energy assessments for eligible homeowners.

As the initial step in the establishment of a residential energy efficiency program, the Town is establishing a subsidy program for residential energy assessments.  The Town will subsidize a maximum of 75% of the cost of the assessment, up to $150.  It is the homeowner’s responsibility to cover the rest of the cost of the assessment, and contact the prequalified contractors to arrange for the energy assessment and set the total assessment fee.

The Town currently has $5000 in funding to subsidize home energy assessments.  This funding will be made available on a first come, first served basis.  The Town is working to secure funding to also provide subsidies that will lower the cost of eligible home energy efficiency improvements in the coming months. Completing an assessment through one of the Town’s prequalified contractors will prepare a homeowner to apply for and receive subsidies for improvements once they become available.
