Research has shown that energy use falls when neighbors compete.   From a CSM 2009 article:

The “human dimension” in energy consumption could whack household energy use 22 percent nationwide – a 12 percent reduction in overall US energy consumption, according to a new American Council for an Energy Efficient Economy (ACEEE). By comparison, all solar, geothermal, and wind power consumed last year (2008) amounted to about 1 percent of US energy use.

For the update on the residential energy efficiency program BOA agenda item I will be requesting (again) that we include a provision for participants of the program to opt in on making their power bills public if they so choose.  Also that we add to the memorandum of agreement with Duke Energy something to the effect:
Duke Energy will:  3) facilitate the monthly power bills of participating households that opt-in on making their power bills public. 

It would be valuable to eventually augment the WISE program with software such as that available from the company Efficiency 2.0
