Having been dogged by a bad cough all week I am pleased it has been, for me at least, a relatively quiet one. Parliament met in Strasbourg for formal debates and votes, but none of the debates involved me directly.
The EU's main business of the week was in any case in Brussels, where our heads of state and government met at the European Council ('summit' in journalese). As I feared in last week's newsletter, they gave a boost to a common energy policy which will involve the widespread exploitation of the EU's reserves of shale gas and, while continuing to promote investment in renewable energy, have relegated to second place (behind the target of industrial competitiveness) the EU's commitment to mitigating global warming. They also agreed on a series of measures to crack down on tax evasion and VAT fraud including the automatic exchange of bank information from 2015.
The annual report on EU bathing water (seas, rivers and lakes) showed water quality continuing to improve and especially high in Cyprus and Luxembourg. Britain, the Netherlands and Belgium had the highest percentage of non-compliant sites, including 16 in my south west England constituency.
EU Commissioner for Home Affairs Cecilia Malmstrom (Sweden, LD) urged MEPs to set up an annual forum to examine Member States' policy on refugees. This follows a pilot project in 2010 and 2011 tracking the fate of 491 refugees from north Africa relocating from Malta to other EU countries, which MEPs wanted to make permanent but member states resisted. At present, all relocations are voluntary; and Germany is the country most generous in offering to take refugees.
In order to stay within budget in 2014 the European Commission announced it will propose a cut in direct aid payments to farmers. This would affect only farmers receiving more than €5000. Member states and MEPs look likely to back the proposal.
Among the many votes in Parliament this week we called for an annual check on member state laws likely to have an impact on press freedom; we approved new rules to make sure that people under protection orders (normally victims of stalking or other forms of harrassment or violence) will enjoy equivalent protection when travelling in other member states, and we voted to hold the EP elections next year between Thursday 22 May and Sunday 25 May (all countries vote on one of these weekdays). Parliament also called for more aid for refugees from Syria and (though Liberals voted for inclusion) for the exclusion of audio-visual services such as film making from negotiations on the proposed free trade agreement with the USA
If you know any company involved in eco-innovation and seeking help to bring products to market, 50% of the cost of doing so may be paid from the EU's eco-innovation programme. A total of €31.5 million is available in the current call for proposals; deadline for submissions is 5 September.
I am rarely in Brussels on the Friday of a Strasbourg week, but I am today because I am taking part in the presentation of Bristol's bid to be this year's EU Green Capital. We have made it to the finals for the third time and are up against Ljubljana, Glasgow and Brussels itself. I joined Mayor George Ferguson and his team last night for rehearsals.
