TRANSIMS generated zones that doesn't exist

Dear All,
       I got a question after I solved the zone 0 error.
       I have more than 5000 zones, and the zone file looks like this:

      But when I looked at the activityLocation file generated, I found that the activity locations are assigned to zones that doesn't exist. Shown in the picture. Any one knows why?
