Error: Converting Use Permission "0"

Hello.
After converting shape files -> transims network files i faced a problem with TransimsNet module.
It runs with error "Converting Use Permission "0"" in Link.txt file.

    Reading Node File -- Record 6268      

    Reading Shape File -- Record 33270     

    Reading Link File -- Record

    Error: Converting Use Permission "0"

    Fri Jan 16 13:24:37 2015 -- Process Terminated Due to Errors (0:00:00)

Link.txt:

Can you please help me to fix it?

USE is a text field with options like “AUTO|TRUCK|BUS|BICYCLE|WALK”

Link.txt was generetaed by TransimsNet and all others link with "0" in "USE" field works without any errors, the only problem is link 9611.
