#599: Watch e-mail sent on files with no change

This problem is twofold I guess.
If I watch a 100% completed file and it get "touched", someone does a
"intltool-update -r" and then commit the updated timestamps the 100%
translated po file will be marked as updated and a watch email will be
sent. I think this should not be the case (or at least optional, default
to not send?).
The other case would be files that are not 100% translated, it's harder to
spot if they really are updated or not. It could even serve as a good poke
at the translator to send the watch e-mail even if the real state was not
changed at all. She might have forgotten about the translation effort.
My proposition is to not send watch e-mails for files considered 100%
translated.
