Problems with having to manually update translations include:
- long time taken by tx pull (ticket 743)
- having to manually commit each file from transifex, or bundle all
translations in one commit
- loss of granularity in translation updates
- requirement for updater to have transifex account (so it's not possible
to delegate releases to another member of the project's team if they don't
already have an account on transifex)
- having to reinvent Makefile snippets for each project to update semi-
automatically
