I've talked to diegobz a bit about that and to add a bit more context,
incomplete plurals aren't supposed to be allowed in Tx at all.
I have two possible reasons as to why I've encountered that:
* previous translation got matched and saved just for a subset of the
plural forms
* one of the plural forms was rejected due to missing placeholder (see
#771)
We will try and reproduce in a testing area.

I can confirm that this is related to #771, Lotte rejects a plural form
without placeholder and only saves a partial translation. They are marked
as untranslated, but don't show up using the translated / untranslated
filters.

More info:
* an incomplete plural is only treated as untranslated in Lotte
* both the summary and the "view online" options treat them as translated
This makes this issue a lot more pressing than I initially thought.
