Quick Q, in case someone knows better: Is it safe to assume that the
CVS connection method :ext: should always be connected with
CVS_RSH='ssh'?

Rephrasing: If we tie :ext: with CVS_RSH='ssh', are there any public
repositories which work with :ext: but not over ssh? Anonymous
checkout is using :pserver:.

I would say, if we want to ensure that we wouldn't have problem with it, lets
read that from the settings. So it can be configurable. It seems that two option
can fit there, 'rsh' and 'ssh'[1].
