12-hours string format can't be translated into 24-hours?

Hello,

While translating colord into Indonesian, I can't save a translation string of 

"%B %e %Y, %I:%M:%S %p" as "%e %B %Y, %H:%M:%S". 

Error message is The expression '%I' is not present in the translation.

Is this a bug?

I can't provide more specific URL than https://www.transifex.net/projects/p/colord/resource/master/l/id/
