My own view is that at least part of the problem is that there is currently NO standard configuration for a pedestrian crossing. This is probably more apparent in Richmond than Vancouver where at least on arterials they tend to use the flashing green, pedestrian activated variation of the standard intersection signal. 

There also seems to be a generally higher level of compliance among drivers with intersection signals (risk of collision with another vehicle, possibly large and possibly moving quickly) than with crosswalk signals/signs of all kinds
