Log: 1. Parameterized features of DataBlock, such as maximum size of
datablock, chunk sizes, number of chunks per datablock. Made many changes
throughout Tranche source code to reference these parameters instead of
global static variables.

2. Added feature to _not_ store datablock references in DataBlockUtil.
Solve linear heap space growth problem.

3. Commented out a bunch of tests that sporadically freeze.
