You could use the same headline for all Australian cities. Even Sydney, after taking the lead in railed transport growth in the last decade, is now slackening back to "bus solutions" under a new government. Apart from the problem of lack of capacity, those bus solutions are going to end up caught in the same traffic. 

Queensland certainly seem to be in the lead in rate of population growth of regional cities.
