22X NCPC – Traffic Working Group
Aug 11 2008 Meeting; Written by Pat Raburn

Attendees
· Mary Sullivan, Ken Gibson (representing Sujata N), Joyce Batiste,
Renee Sykes, and Pat Raburn

Summary
· Reviewed discussion of meeting with City Engineering staff of the
Boston / MacArthur corner; meeting took place at the site on Aug 7
2008
· Identified specific issues of the Mountain, Ascot, Werner items.
· Decided that as residents participate in the Traffic Working Group,
priorities would be assessed – or said another way, those that want to
be involved in specific areas within 22X will have considerable
influence on what is accomplished
· Learned that Traffic Enforcement is different than Parking
Enforcement, therefore our priority sent to Traffic Enforcement
regarding double parking at Fruitvale / MacArthur corner during
commute hours was probably misguided.
· Details by each area follow.

Boston / MacArthur corner discussion
· Three of us met with the city on Aug 7 at the Boston / MacArthur
corner to discuss improvements. There were 5 items listed to address
follow-up:
o Add a cross walk on the north side of the intersection; improve the
existing crosswalk with cross-hatch
o Add in-crosswalk signage indicating pedestrians right of way
o Add signage to indicate a Senior Area and speed limit
o Submit letters to the City requesting assistance (one to J. Quan’s
office, the other to City Traffic Engineering)
o Follow-up on measurements from signal light to targeted crosswalk at
north side of the corner

Additional info on Mountain and Werner issues
· There are several issues regarding the areas around Woodminster,
Werner, Kearney, Mountain and Ascot.
o Site line issues down Mountain, around Werner and Kearney
o Parking on Kearney to work in Woodminster area; would like sidewalks
on Mountain Blvd
o No stop sign at Woodminster and Werner
o Some discussion about the items being worked on at Joaquin Miller
school, and the impacts to the corner of Mountain and Ascot
· As part of the crime prevention effort headed up by Angela Haller
(co-lead of the Safety Working Group of the 22X NCPC), this area is
being addressed. Renee suggests we talk with her to get a status to
understand if our issues we discussed are being addressed as part of
her Safety issues.
· Off-ramp on Hwy 13 and Monterey at the Lincoln/Joaquin Miller exit –
there are too many signs and they impede the site line.

Traffic Enforcement vs Parking Enforcement
· Renee informed us that Traffic Enforcement is separate from Parking
Enforcement and that our co-priority of the double parking at the
corner of Fruitvale and MacArthur needed to be sent to Parking
Enforcement and not Traffic Enforcement.
· Renee informed us that because of limited resources at the City, our
request for a priority item might not be responded to quickly as other
areas of the City may and will be in competition for those limited
Traffic Enforcement resources.
· My interpretation of this is that we’re going to have to be
flexible.

Next Steps / Items for Follow-Up
· Items for follow-up:
o Boston and MacArthur intersection
o Understand Angela Haller’s efforts and whether or not it includes
all of our concerns. Then make a decision on how to move forward.
o Double parking at Fruitvale and MacArthur – ensure it gets submitted
to Parking Enforcement; then understand their timeframe to address
o Darian Avelino (Traffic Eng) is addressing a prior Lyman request.
· Next Steps:
o Meeting Sept 15 7p with 22X NCPC at Greek Orthodox Church.
o Will ensure proper people are following up and understand some of
above open items.
o Need to identify what next priority item will be.
