Apache Incubator for Traffic Control.

Hi, 

I think I have discussed this with most people active in Traffic Control, but I wanted to make sure everyone is aware and could weigh in on such an important change for the project. 

We are planning on putting a proposal in to enter Traffic Control into the Apache Incubator, with the ultimate goal of making Traffic Control an Apache TLP that works in "the Apache Way". 

The draft proposal is here: https://raw.githubusercontent.com/knutsel/traffic_control-1/ap/incubator.rst (formatting is like that because we will enter it into the incubator wiki).

More information on the Apache Way: http://theapacheway.com/ (although this not the official Apache definition, it gives you a good idea, I think). 

What will this mean for us in our day to day lives working on Traffic Control? I think first and foremost, it means we have to do all discussions and decisions on the mailing list. Second, it means we can add committers that are not Comcast (the proposal has 3 initial committers that are external). Third, I think we can learn how to attract more developers and users to Traffic Control. 

Let me know what you think. Especially concerns about this should be raised now, while we still can adapt.

Jan,

This all looks good to me. Sorry for taking my time but had to chase some stuff... 

Is it expected that all components would stay in the same git repo?

I think it's a great move forward.  It will help us improve our project and community by following the Apache "way".
