reStructured text support

reStructured is not working in my fresh Trac 0.11.3 installation.
Docutils is installed in the correct place.

The following block shows up as <pre> formatted text.

#!rst

Heading 1
========
**not** working. `at all`_

It appears that the ReST formatter is not working on
http://trac.edgewall.org/wiki/SandBox either.

How can I enable ReST support?

I have exactly the same issue:
* Fresh install of trac 0.11.4rc1
* Installed docutils (on the server, of course) by running
easy_install
* docutils-0.5-py2.4.egg is present in the C:\Program Files\BitNami
Trac Stack\python\Lib\site-packages directory
* no erros in the log, except for the footnote.js file not being found
(I have installed the FootNote macro)
So as far as I grok things all is fine, and yet - the reStructuredText
does not get rendered at all!
