Encode errors after upgrading to 0.12.3

Hello,

I tried to upgrade Trac from 0.12.1 to 0.12.3 and I get a number of
"UnicodeDecodeError: 'utf8' codec can't decode bytes in position 4-6:
invalid data" errors from various places (not limited to a specific page
or action, some pages are working others are not).

Upgrading with trac-admin does nothing.

What should I do to fix this issue ?

You'll need to get some tracebacks as a start. Logging to a file might help.
