Updated Release Notes and Changes

As we update the program, you can find two sets of changes. The first is a more limited change list in the file.

The second is a deeper, developer-oriented list of changes called CHANGES.md. You can find that document here: https://github.com/n4af/TR4W/blob/master/CHANGES.md
