SSBT is a Massachusetts state chartered bank and a member of the Federal Reserve System and Federal Deposit Insurance Corporation that requested a Limited-Purpose Designation as an SD with respect to its activities in FX Products. SSBT stated in its application to the Commission that it only engages in two kinds of swaps: FX Products and interest rate swaps. SSBT stated that its activities in interest rate swaps are very limited and do not constitute swap dealing activity.

The South Shore Blueway Trail (SSBT) Plan sets forth a vision for the structure and organization of a water trail for non-motorized boats that provides residents and visitors with an accessible, safe and enjoyable experience. Plan recommendations came from local stakeholders, public agencies, members of paddling clubs and community organizations, and the general public.

Implementing the plan will improve quality of life for local residents and provide economic benefits for communities. The trail is an enduring natural attraction, an ecotourism destination that furthers resilient coastal infrastructure while connecting waterways, greenways, biking and hiking paths, preserves, parks, wetlands, and islands within the South Shore Estuary Reserve. Moreover, the trail grows into a living interpretive center providing educational opportunities that highlight cultural resources, and the importance of protecting water quality and coastal ecosystems.

The width of these buffers was expanded in 2022, the result of legislation following agreements reached during the Private Forest Accord negotiations between representatives from the timber industry and major conservation groups. Protective buffers along fish-bearing streams were increased overall, and range from 75 to 110 feet in width, depending on the size of the stream and whether it contains certain species of fish.

The Oregon Legislature also passed a law in 2022 that required stream buffers for some ephemeral headwater streams. These are streams that are seasonal, or sometimes present during significant rainfall, but are dry at other times of the year. Oregon law did not previously require forest landowners to leave buffers of uncut trees around these types of streams, but protections for these streams, either in the form of no-cut buffers or a logging equipment limitation zone, were added because they feed into fish-bearing streams and aquatic habitats. The width of the required no-cut buffers varies by stream size and location. The buffer requirements also vary between western and eastern Oregon.

Laws passed in 2021 increased no-spray buffers for helicopters applying pesticides to a distance of at least 300 feet from schools, inhabited dwellings and qualifying drinking water sources; at least 75 feet from fish-bearing streams or streams with domestic uses; and at least 50 feet from other streams with surface water present.

One of the goals of the Private Forest Accord (an agreement between representatives from the timber industry and major conservation groups to modify parts of the OPFA in a way that expands state habitat protections for certain species of fish and amphibians) was to achieve a federally-approved Habitat Conservation Plan for the following species of fish:

New forest practice laws passed in 2022 as a result of the Private Forest Accord agreement include special considerations for small forestland owners (defined as owning fewer than 5,000 acres of forestland and harvesting less than two million board feet of timber over three years) to offset the disproportionate impact these regulatory changes will have on them. This includes a new tax credit to compensate them for lost revenue if they agree to exclude timber harvest along streams in the expanded no-cut buffer zones, which are optional for small forestland owners, to better protect fish habitat.

SSBT applies at a rate of $0.20 per litre, prorated based on the volume of a taxable beverage in a container, regardless of the sugar concentration. HST applies to the total price of a taxable beverage, including any SSBT.

SSBT applies to ready-to-drink beverages (including those dispensed at the point of sale) to which sugar has been added by the manufacturer, including soft drinks and sweetened fruit juice, iced tea, lemonade, and sports or energy drinks. Tax also applies to concentrated drink mixtures to which the manufacturer has added sugar, including frozen concentrates and flavoured drink crystals, powders, or syrups.

Natural fruit and vegetable juices (must be 100% natural), sugar-free soda, and concentrates intended to be used primarily as cooking or food preparation ingredients or additives are not subject to SSBT. In addition, sugar added to an otherwise exempt beverage at the time of purchase in a food or beverage establishment (e.g., in a restaurant) will not render the drink taxable.

Chocolate milk (excluding milkshakes), unflavoured plant-based milk alternatives (e.g., soy and almond beverages), yogurt drinks, alcoholic beverages, and medical or therapeutic beverages are exempt from SSBT. An exemption is also in place for ready-to-drink beverages packaged in a container with a volume of less than 75 millilitres.

While imports are generally subject to SSBT, consumers may bring limited quantities of otherwise taxable products into the province exempt from tax. The quantity limits (not to be exceeded) under these exemptions are five litres for ready-to-drink or dispensed beverages, one litre for frozen concentrated juices or syrups, and 500 grams for flavoured powders.

Exports are also not subject to SSBT, which can give rise to a refund claim where tax is paid by a retailer in respect of beverages manufactured in Newfoundland and Labrador and later shipped outside of the province.

The province has structured the SSBT like many other excise taxes, such that tax is generally collected at the wholesale level. However, retailers are required to remit SSBT when subject beverages are purchased from unregistered wholesalers or vendors located outside of the province.

The expectation is that retailers will adjust the price of sugar sweetened beverages to reflect the additional cost of SSBT charged to them by suppliers; however, there is no requirement to separately disclose SSBT on invoices to consumers.

Wholesalers supplying taxable beverages in Newfoundland and Labrador are required to register for and collect SSBT from retailers and consumers, where applicable, at the time of sale. No tax is required to be collected on transactions between registrants. SSBT returns are filed monthly, and registrants must meet certain documentary requirements to support taxable and exempt sales, exports, refunds, and the self-assessment of tax on products for their own use.

Technically, consumers are also obligated to self-assess and remit SSBT on taxable purchases exceeding exemption limits from unregistered wholesalers and retailers located outside the province, but that requirement might prove difficult to enforce.

The Human Leucocyte Antigen (HLA) is one of the most polymorphic gene systems present in the human genome and due to this high polymorphism, the golden standard for typing at the allele level has been and still is sequence based typing. Since sequencing strategies have mainly focused on identification of the peptide binding groove, therefore the majority of HLA alleles lack full length sequence information.

The goal of this project is to extend the sequences of as many incompletely covered HLA alleles as possible by full length unambiguous Sanger Sequencing. Although NGS approaches are currently implemented in several laboratories, many laboratories combine NGS with Sanger sequencing or use Sanger sequencing only as high resolution typing approach. For those labs that are not able to perform NGS, this project offers the possibility to actively participate in the workshop with Sanger Sequencing. Within this project full length Sanger sequencing of alleles with partially known allele sequences will be performed. The Maastricht SSBT approach enables full-length sequencing and separates the alleles based on available low-resolution typing data. The previous problem with Sanger sequencing were three kinds of ambiguities: (1) genotype ambiguity due to cis-trans polymorphism, (2) allele ambiguity due to polymorphism outside the peptide-binding groove and (3) ambiguities due to incomplete sequences. With the Maastricht approach of Sanger sequencing ambiguities (1) and (2) are resolved by hemizygous and full length sequencing, respectively, whereas the ambiguity (3) will be taken care off by the workshop to complete the sequences of as many HLA alleles as possible.
