Tuning a Schoenhut toy piano

Hi!
I purchased a Schoenhut toy piano (this one: http://www.toypiano.com/379.htm),
and I've noticed there is a flat key. The manufacturer sent me some
springs to attach to the tine, but I don't think this is working,
because the tone does not flatten and the sound of the key gets
muffled.
How can I flatten a key without muffling the sound of the tine? Thank
you.
