Towny Permissions vs GroupManager Permissions

I'm looking for sort of a best practice among towny server admins or the devs themselves.  I dont fully understand the hierarchy between the two.  What types of permissions should be in the townyperms file and which should be in the groupmanager groups file?
 
My goal for permissions are as follows:
  • No one can change the world unless it is part of a plot with the exception of torches - this I have working
  • Some blocks cannot be placed by anyone except mayors and kings (obsidian, tnt, ect) in any plot.
  • Regular citizens cant place redstone things (levers, buttons, hoppers, redstone wire ect) as well as enchanting objects and potion making.
  • A group called Engineers can place redsone
  • A group called Assistants can place enchanting and potion stuff
I also wanted the players in these groups to be easily identifiable with chat tags which rules out creating these groups in townyperms
 
I tried adding the individual owntown permissions with block ID's in the GroupManager groups.yml like:
 
- -towny.claimed.owntown.build.50
- towny.claimed.owntown.build.*
 
However this doesnt seem to work.
