I am translated Towny Advanced to my language (Spanish from Spain).

The file are 100% translated and work on 0.23 version of Towny.

Thanks, I've included this in Towny 0.89.2.23 which is coming soon and it will be a part of the soon-to-come release version 0.90.0.0
